When Subic Naval Base was converted into a Freeport zone by the then Mayor and now Senator Richard Gordon, through an enabling law, the rules on discipline as espoused by the Americans, were not changed and were in fact adapted and continued to be enforced by the local authorities. That is why; one would say that once you enter the gates of Subic Freeport, you are actually in an American territory. Traffic rules and regulations are patterned after the American system and are strictly enforced. Traffic enforcers are strict and cannot be bribed. All existing structures and utilities were made following US standards and specifications.

Subic Bay Freeport Zone is located in Zambales, Philippines. This place was once the home of the largest American Naval base in the world. In 1992, the US abandoned the Naval Base after the eruption of nearby Mount Pinatubo in 1991, the largest volcanic eruption in over 100 years that practically covered the entire naval base with ash fall causing a significant numbers of buildings inside the base to collapse. This American Naval Base was the home of the US 7th Fleet. The last ship, USS Belleau Wood left in November 24, 1992, signaling the end of the American military presence in the Philippines.

Subic Bay today is home to some of the world’s blue chip companies including Hanjin Shipbuilders of South Korea, FedEx, Acer, Hitachi, etc. A Taiwanese, Japanese and Korean Industrial Parks were constructed inside the Freeport industrial area and are now home to some of the world’s biggest exporters of electronic and other manufactured products to the world.

The Freeport has a complement of topnotch infrastructure and accommodations facilities. The Zone is host to a large Naval facility and a topnotch airport that were originally constructed by the US Armed Forces. Aside from hotels and retirement facilities, the Freeport offers private homes that you can actually own or lease for 50 years for a very reasonable price. These housing facilities were used by the officers of the US military establishment during their tour of duty in the Philippines. Condominiums and Townhouses are likewise available for sale or lease to foreigners.

Among the facilities and amenities inside the Freeport are fine restaurants, movie houses, hospitals, supermarkets, duty-free shops, casinos, hotels and resorts, first class beaches, ocean parks, Island resorts, etc. Outside of the Freeport are new first class villages and self-contained communities.

If you are a foreigner, the easiest way to start life in Subic is for you to avail of a retiree visa that is being offered by the Philippine Retirement Authority. You don’t have to be a Senior Citizen to qualify so long as you are at least 39 years old when you apply. You can bring along your family and you can also work if you have an employer. The other way is for you to invest in the country by setting up a business inside the Freeport Zone. If you qualify, you can stay on as Zone investor and be entitled to various tax incentives and exemptions. There are of course other ways of making your stay legal like getting married to a Philippine citizen, obtaining a work permit, etc.

Subic is approximately 130 kilometers from Manila, the capital city of the Philippines. Travel time by car takes a little over one hour via the new toll way that connects Clark Freeport Zone to Subic in Zambales

Sihle Insurance Group Urges Firms

Experts say cyber attacks likely to escalate this year; Sihle advises firms hosting personal data to get protection.

As the threat of cyber attacks grows, Sihle Insurance Group warns that companies need to be increasingly vigilant about protecting themselves financially — especially since many states and federal legislation require some companies to take specific steps to identify and ward off cyber attacks.

Cyber attacks are one of the top five global risks likely to impact the planet over the coming year, according to the latest annual report from the World Economic Forum (WEF). The international organization interviewed more than 460 experts from industry, government, academia and civil society to compile its seventh Global Risks report. For instance, Florida statutes provide for fines of $ 1,000 for each day the breach goes undisclosed, for up to 30 days, and thereafter, $ 50,000 for each 30 day period up to 180 days. The total fine can reach $ 500,000.

“Also, there can be civil liabilities if suits are filed for personal damages due to fraud or identity theft that result from data breaches,” commented Ken Sihle, president of Orlando-based Sihle Insurance Group (http://www.sihle.com) “It’s smart business to assess your risk and invest in insurance protection against losses resulting from breaches of data you manage.”

The federal Red Flags Rule (an amendment to the Fair Credit Reporting Act) requires “financial institutions” and “creditors” that hold consumer accounts — or any other account for which there is a reasonably foreseeable risk of identity theft — to develop and implement an Identity Theft Prevention Program for new and existing accounts.

The average cost per data breach last year was $ 214, up from $ 204 a year before. Multiply that times the number of personal records you keep for customers, and you can calculate your risk, says Ken Sihle, president of Sihle Insurance Group.

Businesses can go to http://www.databreachcalculator.com to learn more about their exposure. Since 2005, there have been 542.6 million personal records breached, stolen or hacked. It’s clearly big business.

The average cost of losses due to identity theft and fraud from a data breach incident to an organization was a staggering $ 7.2 million in 2010 ? up from $ 6.8 million in 2009, according to the U.S. Cost of a Data Breach Study. The sixth annual study was conducted by the Ponemon Institute and sponsored by Symantec Corp.

Recent brisk sales at Kona Seascape Condominiums, located in the Kona Palisades area of Kailua-Kona, may foreshadow a shift in Kona?s real estate market. Between January 9 and February 10, seven of the remaining 24 two-bedroom, two-bath units in the current inventory went into escrow at prices ranging from $ 149,000 to $ 165,000.

?Kona Seascape originally came on the market in late 2007 with 108 units planned. When only 44 sold at about $ 290,000, due to the market turndown, the project stalled and went into foreclosure,? said John Miller, R(S), lead project broker, MacArthur & Company l Sotheby?s International. ?The current owner purchased the project from the bank last year, restructured prices and began remarketing in late 2011. ?We?re seeing about 60% Big Island buyers and the rest from Oahu, Alaska, Canada and the West Coast where our pricing looks very appealing,? said Miller. ?And with Fannie Mae and FHA mortgage money available and VA approval expected shortly, financing a qualified buyer?s purchase is not a problem.? Off-island buyers are divided between those snapping up a second home for retirement and those who see investment potential, Miller noted.

The project?s final increment of 24 ocean view units is scheduled for completion later this year and will be priced between $ 199,000 and $ 219,000.
